I found a statement that conclude the core or main problem of PBD - "the software must infer the intention of the user; a difficult process which is prone to error". I guess the developer should think multiple solution and give multiple possible suggestion so that the user can really perform what actually he/she wants. On top of that, it is surely difficult and takes a lot of time.
